The inspection does not determine clearance; staff have confirmed repeatedly that the outcome is the same whether footwear is muddy, new, or absent laces. He performs the ritual regardless. Rotations shift his station along the path, but the sequence does not change. Visitors who rush through are asked to pause; he completes the check at his pace.
